While a Deputy Attorney general with the Division of Law, Mr. Michael assisted the Governor’s Task Force on casino gambling in the preparation of draft legislation, which later became the New Jersey Casino Control Act. He then served as one of the first Deputy Attorneys General assigned to the newly formed Division of Gaming Enforcement, later became Chief of the Legal Section of that agency and finally, the agency’s Deputy Director of Operations. During the twenty-two month period under his supervision in this capacity, seven new casino-hotels were opened, the investigation and analysis of ten casino license applicants was undertaken, and seven casino license hearings were held. Mr. Michael has been in private practice for over twenty years, during which time he has represented gaming interests both domestically and internationally. He has been involved in virtually every type of gaming matter. Robert J. Carroll Mr. Carroll is a nineteen-year veteran of New Jersey State law enforcement. Commencing his career as a County Investigator, he rose through the ranks to later hold positions, which included Assistant Essex County Prosecutor, Deputy Attorney General, Assistant Attorney General and Assistant Director of the New Jersey Division of Criminal Justice. He also held supervisory positions that included Chief of Special Prosecutions Section of the Attorney General’s Office, and later, Chief of the Organized Crime and Racketeering Bureau where he supervised over 200 attorneys, state investigators, state troopers and support staff. During this tenure, he successfully investigated and prosecuted hundreds of members and associates of organized crime and achieved a remarkable conviction rate that stands as one of the most successful efforts on record. A Regulatory Force in Gaming Operations.
After earning degrees in accounting from UNLV and then the University of Washington, he joined the Nevada Gaming Control Board (NGCB) as its Division Chief, heading up audits and special investigations. There, he was responsible for casino auditing, detection corruption, financial monitoring. He developed the internal control guidelines for the safeguarding of casino revenues that continue to be utilized by the NGCB to this day.
Years later, he decided to move to New Jersey, where a bill permitting casino gaming in the resurging oceanfront town of Atlantic City had recently been enacted by the State Legislature. Mr. Gomes’ impeccable credentials led to his joining the state Division of Gaming Enforcement (DGE) as chief of its Special Investigations Bureau. In this capacity, he made significant contributions to many of New Jersey’s gaming regulations, among the most rigorous in the nation. He also developed the surveillance and investigative procedures deployed by the DGE for the detection of licensee noncompliance with New Jersey gaming statutes, regulations and internal controls. He led the investigative procedures of all corporate and key employee casino applications including the detection and investigation of regulatory violations and civil and criminal violations of gaming statutes. Mr. Gomes conducted the investigation of Atlantic City’s first-ever gaming license—Resorts International.
Working Toward A Better Gaming Environment.
It was at this juncture that Mr. Gomes chose to enter the proprietary side of gaming. Over the years, he has endeavored to help develop the world-renowned success of such notable industry titans as Steve Wynn (Golden Nugget) and Donald Trump (Taj Mahal), among others. In 1996, he joined the Aztar Corporation as the President of Resort Operations, where his responsibilities included the two Tropicana hotel-casinos in Atlantic City and Las Vegas. Also during this tenure, he was elected to the position of President of the Casino Association of New Jersey.
